Expressions of Interest
The Socialist Republic of Vietnam has received a grant from the Word Bank-administered Trust Fund (called Bank-Korea Partnership on Poverty and Socio-Economic Development) toward the cost of the preparation of the Cantho City sub-project under the proposed “ New-Model Universities Project”, and intends to apply part of proceed of this grant for consultant services to be procured under the TF.
The services involve the provision of technical assistance in Vietnam for the design of the Cantho City new-model university sub-project, with major outputs including background reports and a final draft sub-project feasibility report. In particular, the consultant with mobilize a team and 18 national person-months :
1. Sub-Project Design and Coordination
a. Team leader and principal writer;
b. Local coordinator and secondary writer;
c. Economic and financial analysis;
d. Sub-project procurement planning and bidding document drafting;
e. Sub-project financial manager system development;
f. Sub-project results monitoring and reporting.
2. Policy and Regulatory framework
a. University governance arrangements ;
b. University financial analysis;
c. University quality assurance arrangements .
3. Academic and Research Development
a. Curriculum development and academic review;
b. Personnel recruitment and management
4. Campus and Facilities Development
a. Overall campus development design;
b. Environmental assessment and framework ;
c. Social assessment and framework ;
d. Civil works preparation (architect)
e. Civil works preparation (engineer).
The Ministry of Education and Training now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions , availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the Quality- and Coast-based Selection procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by Word Bank Borrowers, May 2004, revised October 2006.
